Pakistan is definitely among the countries most exposed to floods in 2022, but not among the top three (or five even, scroll down to find out). The risk index is calculated based on physical exposure to events related to floods.
With a risk index score of 10, Bangladesh and Vietnam are the top two countries in terms of flood risk, based on their physical exposure to this type of event. However, when it comes to flood risk based on population exposure, Netherlands and Bangladesh are the top two countries.
The risk index was introduced in April 2022, based on exposure data from 2015, and demographic data ranging from 2015 to 2020.

Pakistan was ranked 13 when it came to flood risk by the population exposed (%), almost 71 million, 31.1% of Pakistan's population was estimated to be exposed to flood risk
During the recent floods, 33 million Pakistanis were affected (which is almost 50% of the total population estimated to be exposed to flood risk)
With a physical exposure index score of 8.8, Pakistan ranked 8 among other countries most prone to flooding
