Pakistan ranks 111 out of 138 countries in the Global Knowledge Index 2020. The index measures the knowledge status of countries on the basis of education, innovation, and R&D. The country’s value on the index was reported to be 35.9, the same as Bangladesh. Pakistan lagged particularly in research and development, and information and communication technology. Furthermore, there is a visible disparity among Pakistan’s provinces, and across the population’s gender.
In terms of digital literacy, a diminutive percentage of people have access to mobile phones, the internet, and other ICT facilities. Additionally, even fewer have the skills necessary to access these services. As the PSLM 2019 reported that only 12% of households could use either a computer, tablet, or laptop. The numbers grew dismal when considering the urban-rural divide.
The world is moving towards a technology-based revolution, through the internet and new innovations in the blockchain. However, underdeveloped countries such as Pakistan are struggling to utilize technology through their rising youth population. Basic digital skills are required in the job market, and also to include people in economic growth.
Pakistan’s digital gender gap has been the focus of some policies with projects such as Digi Skills etc. However, Pakistan's digital financial gender gap stands at 64%. This inhibits women’s participation in accessible financial solutions and investment opportunities. Considering that women form 49% of the population as per Pakistan Demographic Survey 2020.
A gap in accessibility and prevalence of digital solutions alienates the masses that cannot utilize the fruits of this evolution. Multi-dimensional policies are required to balance the cycle of literacy and digital services. Although an uphill task, this move can ensure inclusive growth for Pakistan.
